Mr. Everett Lanier is the President and CEO of IST, LLC and has over thirty (30) years of construction and engineering experience. Everett earned a Bachelor of Science Degree in Applied Mathematics and Computer Science from Alabama A&M University. Everett’s experience includes program management, business development, capture management and project engineering. Everett possess a broad knowledge of business operations and program matrix management experience and is an accomplished negotiator and innovative leader who have demonstrated the ability to manage relationships and complex programs to achieve financial success, on time deliveries and customer trust and satisfaction.

Shelton Walker

Nashville, TN

Mr. Shelton Walker serves as the Chief Operating Officer for IST. Shelton earned a Bachelor of Science Degree in Architectural Engineering from Tennessee State University and his experience as a general contractor has given him unique insight into the design-build process. Shelton has over twenty-five (25) years’ of experience with emphasis in project management, value engineering, contract administration, project cost estimation, technical specification, project safety inspection, inspection services, CADD design, project scheduling, land surveying, professional presentations, scheduling, quality control and safety management. Shelton oversees daily operations of the company and the work of our executives (IT, Marketing, Business Development and Finance etc.)

Michael Wesson

Nashville, TN

Michael Wesson serves as a Site Safety & Health Officer in our Nashville, TN office. Mike has been a construction project manager for over 35 years and is recognized as a leader in construction safety, having been trained in the US Army Corps of Engineers Site Safety & Health Officer and Construction Quality Management program, as well as OSHA’s 30-Hour Hazard Recognition program. Michael is experienced in estimating, bidding, scheduling, subcontractor negotiation and change order management as well as project closeout. His project management experience involves extensive public sector construction work including libraries, schools, public safety facilities, and town halls. Michael also has managed multiple projects in excess of $60 Million dollars.

Jamarvis Boykin

Nashville,TN

Mr. Jamarvis Boykin serves as a Project Engineer in our Nashville, TN office. Jamarvis earned a Bachelor of Science Degree in Architectural Engineering from Tennessee State University and has over ten (10) years’ of experience in construction management. Jamarvis provides technical support and oversight of our quality control personnel who perform audit, inspection, surveillance and/or testing activities in accordance with the project’s quality program, and report findings to the project management team and stakeholders. Jamarvis effectively interprets multi-discipline engineering and quality requirements and provides technical guidance for inspections, testing, and quality service activities. Jamarvis also provides project management assistance for our quality control staff and prepares technical reports and quality proposals for the company and other related projects.

Ms. Telisia Lyles serves as an Administrative Project Manager in our Nashville, TN office. Telisia has over 15 years of hands-on experience responding to and executing Federal and Non-Federal acquisitions. She specializes in Capture Management which includes collaboration with all key parties to ensure proposals and sources sought are responded to properly. She is skilled in marketing, organizational strategies, proposal development, and project management. Additionally, she has a wealth of experience in facilitating contract administrative tasks which ensures projects are completed on time and within established budgets. She is an expert in tracking deliverables, changes, and executing subcontractor’s agreements. She’s also very skilled regarding the contract lifecycle process which include: initiation, authoring, process and workflow, negotiation and approval, execution, ongoing management and compliance (within the repository), and contract renewal.

Dewayne Scott

Nashville, TN

Mr. Dewayne Scott serves as a Executive Consultant in our Nashville, TN office. Dewayne is a 1984 University of Tennessee Knoxville graduate in Economics and Business Management. The first 15 years of his career was at Kroger Company in the executive ranks followed by 17 years as President/CEO and co-founder of SRS, Inc., a company Dewayne co-founded in 2001. Under his leadership, SRS successfully completed over 300 contracts as a prime contractor for 15 different federal agencies and in 2008 was the 250th fastest growing company in the US.

Dewayne is now focused on sharing his corporate and entrepreneurial experience with individuals and businesses through his consulting firm, TDS & Associates. He provides Business Development Resources, Back Office Services and Leadership Development Training both for individuals and companies.  The TDS Mission Statement is “To inspire and educate individuals and organizations towards growth and development”. He is the recent author of the book, “Stepping Outside Your Comfort Zone”.

Alfredo Lee

Memphis, TN

Mr. Alfredo Lee serves as a Senior Project Manager in our Memphis, TN office. Alfredo earned a Bachelor of Art Degree in Construction Management from the University of Memphis and has over twenty-five (25) years’ of experience in construction management. Alfredo is experienced in government, industrial, and commercial construction. His experience has been primarily in large aviation/transportation programs in the United States and overseas. Alfredo supervises field construction for each project, including organization, planning and scheduling. Alfredo also ensures our projects are completed on time, within budget and with quality as specified in the scope of work. Alfredo also manages employees and subcontractor employees, completes daily reports, timesheets and certified payrolls.

George Hill

Beaumont, TX / New Orleans, LA

Mr. George Hill serves as a Regional Project Executive for our Texas, Louisiana, U.S. Virgin Islands and Puerto Rico offices. George earned a Bachelor of Science Degree in Business Administration from Southern University at New Orleans and has over fifteen (15) years’ of experience in construction management. George is experienced in government, industrial, and commercial construction. His experience has been primarily in disaster recovery and facilities management. George manages all of our day-to-day operations for our FEMA Federal Disaster Recovery efforts and manages customer-client relations and communications to include: operation, production, performance, progress, safety issues, concerns and resolutions. George also ensures that all PM Management team members working under his supervision understands and performs the construction document control processes and Best Practices for all managed projects within the Procore, P6 and QuickBooks Platforms.  

Andre Secrease

Joint Base Lewis-McChord, WA

Mr. Andre Secrease serves as the Operations Manager for our Department of Defense (DoD) sector. Andre earned a Bachelor of Science Degree in Business Management from the University of Phoenix. Andre has over twenty-five (25) years’ of experience in operations management, logistics, budgeting, cost control, and personnel supervision. Andre manages our operations by furnishing supplies and services to accomplish Contractor Logistics Support (CLS) for the U.S. Army Stryker Brigade Combat Team (SBCT) to increase the combat capability. Andre provides support personnel for initial fielding, cascade/reissue, reset/retrofit, repairs, and maintains temporary facilities before, during, and after retrofit and reset programs. Andre also manages associated budgets to cover all expenses and personnel cost, conducts program management reviews with customers to ensure contract compliance in accordance with the Federal Acquisition Regulations (FAR) and Joint Travel Regulations (JTR) and assists the Owner in responding to business proposals and contract negotiations for new business proposals and renewals of existing contracts with the U.S. Army.

Darrel Lambert

Joint Base Lewis-McChord, WA

Mr. Darrel Lambert serves as a Stryker Instructor/Maintainer for PM Stryker in our Joint Base Lewis-McChord office. Darrel conducts oversight for the new equipment training department ensuring all aspects of training in the Stryker program are run efficiently and effectively. Darrel’s career with the Stryker program began in September 2001 when he enlisted as an infantry man in the United States Army.  Darrel served in C troop 2nd Squadron 14th Calvary Regiment 1st Brigade 25 Infantry Division Mortars Platoon as senior squad leader with the rank of Buck Sergeant (E-5).  Darrel deployed to Iraq from 2004 through 2005 in support of Operation Iraqi Freedom.  Shortly after his deployment Darrel got out of the military and started working for General Dynamics Land Systems in the Net Department as an (OPNET) Operator New Equipment Technical Instructor training the soldiers that would crew the Stryker vehicle. Darrel spent 14 years in that position later becoming a senior technical instructor.

Mr. Justin Ford serves as a Stryker Instructor/Maintainer for PM Stryker in our Joint Base Lewis-McCord office. Justin served in the US Army for 9 years as a Stryker Systems Maintainer (91S). Justin also served in Texas, Egypt, Poland, Germany and Washington. Justin earned a Bachelor of Art Degree in History from the University of California, Davis

Sam Pulu

Joint Base Lewis-McChord, WA

Mr. Sam Pulu serves as a Field Support Technician for PM Stryker in our Joint Base Lewis-McChord office. Sam conducts oversight for the new equipment training department ensuring all aspects of training in the Stryker program are run efficiently and effectively. Sam served in the Army for over 21 years and held the position as a Stryker Technical Instructor with multiple certifications on Stryker Variants. Sam graduated from Liberty University in 2018 with a Masters in Human Service Counseling.

Josh Davison

Joint Base Lewis-McChord, WA

Mr. Josh Davidson serves as a Field Support Technician for PM Stryker in our Joint Base Lewis-McChord office. Josh has completed the oversight and management of the Army Oil Analysis Program (AOAP) for the Stryker Program at JBLM, Washington. Josh joined the US Army in 1999 as a combat engineer spending three years deployed to Iraq and Afghanistan on multiple deployments

Kevin Ramsey

Joint Base Lewis-McChord, WA

Mr. Kevin Ramsey serves as a Stryker Instructor/Maintainer for PM Stryker in our Joint Base Lewis-McChord office. Kevin retired from the US Army after 20 years of service as a senior wheeled vehicle mechanic deploying to several locations around the world. Upon retirement Kevin worked as a military equipment specialist on several models of the US Army’s wheeled vehicle platforms. Kevin also held a welding and fabrication field engineer position within the special operations community designing and modifying their equipment to enhance unit capabilities.

Jeff Wilke

Joint Base Lewis-McChord, WA

Mr. Jeff Wilke serves as a Field Support Technician for PM Stryker in our Joint Base Lewis-McChord office. Jeff conducts oversight for the new equipment training department ensuring all aspects of training in the Stryker program are run efficiently and effectively. Jeff served in the US Army 25 years retiring as an Automotive Maintenance Warrant Officer and deployed on several occasions to Operation Iraqi Freedom and Operation Enduring Freedom (Afghanistan).

Mr. Jeffery Christian serves as a facilities manager at the Base Operating Support Services (BOSS) Navy Operation Support Center (NOSC), located in Bessemer, AL and supports our Birmingham, AL office. Jeffrey oversees the day to day operations and he’s responsible for 2 employees. His responsibilities include overseeing building and grounds maintenance, operates and maintains custodial functions, ensures security and emergency preparedness procedures are implemented properly and ensures that the facility is clean and maintained according to company policy and procedures.

Patrick is a results-oriented leader, supported by 28 years experience in Sales, Marketing & Construction Project Management. Patrick is also a corporate spirited business leader and growth architect with a history of promoting increased sales and successful construction project management results. Patrick has managed Federal Government, Commercial and Residential market sales and procurement processes that include over 20 years of experience in the RFP, RFQ & RFI processes.

Ms. Cynthia Williams serves as an Administrative Project Manager in our Nashville, TN office. Cynthia has over 20 years combined experience as a Program Administrator, Project Management, Project Assistant to Executive Management, and staff. Cynthia’s responsibilities include handling the engineering management, coordination, and financial control of various construction projects ensuring that project contracts and bids are complete and filed on time. She also coordinates activities, workshops, and meetings between the clients, contractor, and subcontractors in the office, on the job site, and at the client’s offices. Cynthia also interacts with project clients, subcontractors and consultants handling the engineering and construction management, coordination, and financial control of various construction projects in addition to prioritizing tasks to ensure concurrent deadlines are met; by managing the flow of paperwork and electronic correspondence; by tracking and administering contract, project, and resources changes; and professionally interacting with project clients, subcontractors, and consultants.
